10DLC SMS Registration Process Zoom Phone – RX3 Communications Version 1.0 – May 3, 2026

Zoom SMS/MMS 10DLC Compliance — Required Tasks

Summary: Since Feb 3, 2025, every number sending SMS/MMS must sit on an approved 10DLC campaign. End-to-end the process takes a minimum of four weeks because of external carrier approvals — start it well ahead of any cutover.

Prerequisites

  • Zoom Phone account owner, or admin with SMS Campaign privileges
  • A privacy policy that explicitly states you do not share/sell customer mobile information with third parties, linked from the site homepage — plus a readable screenshot of that statement for upload
  • SMS disclosure language added below any web/written form that collects phone numbers (with screenshot proof)

Task 1 — Register the Brand (~1–2 hours for approval)

Under Admin Center → Product configuration → Numbers → SMS Setup:

  • Acknowledge the brand/campaign checklist
  • Submit legal company name, DBA, legal form, country/state of registration, EIN/Tax ID, business address
  • Add brand details: working secure website, vertical/industry, stock exchange & symbol if applicable
  • Submit — no edits are possible afterward; a change means delete and resubmit
  • Watch for extra verification: Public Profit brands do email-based 2FA; Sole Proprietor requires SMS 2FA and is capped at one number

Task 2 — Create the SMS Campaign (1–2 weeks approval, allow up to 4)

Only after the brand is approved. Three sections:

Campaign Details

  • Select brand, name, and write a detailed use-description (who sends, who receives, content type, frequency) — vague descriptions get rejected
  • Pick campaign type per product (Zoom Phone / Contact Center / Meetings — campaigns are not shared across products)
  • Choose volume tier: Low Volume (first one free, very limited throughput) vs High Volume ($10/campaign/month)
  • Declare consent-gathering methods (verbal, inbound SMS, website, email, written form, other) with descriptions and required disclosure elements
  • Complete website requirements: privacy policy URL + verification + screenshot + attestation checkbox
  • Set user permissions for outbound/inbound messaging to unknown numbers
  • Configure opt-in/opt-out/HELP message templates, auto-appended message frequency, and whether opt-outs apply per-number or campaign-wide

Carrier Questions

  • Answer yes/no on URL links, phone numbers, age-gated content, and lending/loan content (mis-declaring lending = rejection)
  • Provide up to 5 sample messages — each must include the brand name and end with the STOP-to-cancel line, or the campaign is rejected

Confirmation — review and submit.

Task 3 — Assign Phone Numbers

  • Confirm campaign status is Active first
  • ≤49 numbers: select numbers in SMS Setup → SMS Campaigns → Assign → sign the SMS LOA → submit. Processing typically ~48 hours. The 49 cap is a T-Mobile restriction — plan which 49 matter most.
  • ≥50 numbers: open a Zoom Support ticket (request type Zoom Phone Number Porting, issue type 10DLC/TF SMS Verification). Number pool requests may take up to 4 weeks and should only be submitted after campaign approval.
  • Contact Center and Meetings numbers follow the same assign flow with their own campaign dropdown

Ongoing / edge cases

  • Editing requires the campaign to be Active or Rejected (not Pending), then Save → Resubmit
  • Deleting a campaign strips SMS from its numbers irreversibly; unassigning a number requires a new campaign to re-enable it
  • Low→High volume upgrade is an automated 7-day migration with a $10 pass-through, possible service interruption at cutover, and may require an LOA
  • Inbound SMS to unregistered Contact Center numbers is auto-blocked; audit via Contact Center logs → Engagements → Consumer SMS Blocked (No SMS Campaign)

Rejection triggers worth flagging up front

Insecure or broken website · privacy policy mentioning sharing/selling of consumer data · missing "does not share" statement · web forms collecting numbers without SMS disclosure · sample messages missing brand name or STOP language · undeclared lending/loan business · thin campaign description.
